Priority area
– inclusive education
– development of career guidance

There are many factors that can lead to breaks in education, resulting in unsatisfactory learning outcomes and the risk of premature school leaving or even in the case successful completion of the education path – problems with finding one’s place in the job market. Every 10th young European discontinues education or training without acquiring the skills and qualifications currently considered essential for entry into the job market and active participation in society. In Poland, these data are also reflected – approx. 90% of young Poles mention education and raising qualifications as the reasons for their career inactivity. This means that for 10% of young Poles (up to 30 years of age), career inactivity means undertaking neither educational nor training activities. Moreover, in Poland every sixth graduate has a problem with finding a job .
Young people who are not employed and do not participate in formal education or training constitute the NEETs group that is at risk of current and later unemployment, social exclusion and poverty, an increased likelihood of engaging in anti-social behaviour, the risk of addiction and health. In Poland in 2019, 12% of young people under 30 belonged to the NEETs group, which shows how many young people ”do nothing”. There are many reasons for early discontinuation of education and training / unemployment, including: incorrect choice of educational path; and institutional and cultural factors: unemployment in the region, job market segmentation and its inflexibility, mismatch with the job market needs .Therefore, career counselling is a requirement resulting from current economic changes and the changing situation on the job market. Designing one’s own life is not as easy as it was a few years ago, and career counselling accompanies individuals throughout almost all of their lives. Every person needs the support of a career counsellor, but in the case of the NEETs group it is of particular importance, as it may give them a chance to overcome their inactivity in life and career. In order for this to happen, career counsellors must have the appropriate competences to be able to communicate and meet the needs of people from the NEETs group, and in particular, to be able to adjust the course of the counselling session to the specific needs and barriers of a given person and have practical skills related to conducting such meetings. Our knowledge shows that the career counsellors’ education in Poland is based mainly on theoretical knowledge, while the practical skills, which are to directly support the NEETs, remain at a low level.Taking all of that into consideration, the Applicant assumed that this project will concern the development of inclusive education and the development of career counselling by adapting the Icelandic system of career counsellors’ education and tools for career counselling dedicated to people with special needs (NEETs), emphasizing maximum individualization of support and practical solutions to prepare career counsellors to work directly with people they support (including audio recordings of the course of authentic counselling sessions) and the establishment of a permanent Agreement on Educational Institutions to Support People with Special Needs along with the preparation of a long-term Agreement development plan and the creation and updating of the portal Internet – a communication platform for the exchange career counsellors’ experiences and entities providing education for people with special needs.

1.
